A few tips for a more dramatic look:

Apply Duo eye lash Adhesive under the glitter for a longer lasting pop of colour.

Also useful for sticking glitter to the eye, apply M.A.C eye liner mixing medium under the glitter.

Use masking Tape to remove any fallen glitter from under the eye.
